Oil, Power and Democracy in Iraq: Can They Be Reconciled?

Can the Iraqi parliament overcome sectarian rivalries and fears to fulfill its role as a legislative and oversight body? Having led a series of workshops with members of parliament over the past nine months, there are glimmers of hope, but it is hard to be anything other than pessimistic.

Iraq has over 150 billion barrels of oil reserves, placing it among the top four oil-rich nations in the world, alongside Iran, Saudi Arabia and Venezuela. Iraq could become the largest incremental source of oil supply for world markets over the next decade. This oil generated $90 billion in revenues in 2011, and Iraq has the potential to quadruple production from the approximately 2.5 million barrels it now produces daily, to more than 10 million barrels a day?a rate on par with Saudi Arabia. Oil accounts for 93 percent of Iraqi government revenue and its management and fair distribution are central to political discourse. Yet, Iraq has been hindered by its inability to agree upon key policies and pass the legislation needed to manage its oil, such as an oil and gas law and a revenue management law which were first tabled in parliament in 2007, four years after the removal of Saddam Hussein.

The transparency initiatives that Western governments and NGOs champion as a solution to mismanagement and corruption are well-intentioned but miss the real issue Iraqis are struggling with: how power is distributed and exercised within the Iraqi state.

In a petro-state, whoever controls the oil, controls the power. The political conflict in Iraq boils down to how control over oil should be allocated. The 2005 Constitution envisions a federal Iraq that divides power between a federal government, state-level governates and the semi-autonomous Kurdish region?a balance of power that would prevent a return to dictatorship, with no individual or faction having a monopoly control of Iraq?s oil.

Since the last election and the formation of the Maliki-led coalition government, a strong Kurdish regional government has evolved alongside a dysfunctional and increasingly autocratic federal government in Baghdad. The governates, seeing the benefits that autonomy has brought the Kurds, want it for themselves, or at least a larger share of oil revenues.

The conflict between the ?centralizers,? who see the federal government as the ultimate national authority, and the ?devolvers,? who view the federal government as having more limited powers and being accountable to the regions and governates, has manifested in the inability of the parties to agree upon the necessary oil and gas and petroleum revenue laws. These laws are fundamental to how Iraq generates and distributes revenue, and drafts of both have been in parliament since 2007. The Constitution is key, as it is meant to define how power is distributed in the Iraqi state, and it is constantly referenced by parliamentarians. However, its open-ended language leaves room for interpretation on critical policies and issues, highlighting the need for a supreme court to interpret constitutional matters and a federal forum for determining policy that includes Kurdistan and the governates.

There is also an ideological component to political divisions. Some ?devolvers,??particularly Western-educated ?migr?s who often return with a liberal economic agenda?favor privatization, while ?centralizers? prefer to maintain state participation throughout the energy sector.

After three workshops over nine months, I find it hard to be optimistic that a resolution is in sight. On day two of the third workshop, an independent Shia MP, a respected Sheikh who has been critical of the government, failed to join us in the meeting room. His house had been bombed overnight. After confirming that no one was hurt, he rejoined the meeting, stoic but shaken. He spoke no English, but was clearly well-respected by his colleagues for his commitment to service, demonstrated in his constructive contributions to the workshop. The day before his house was bombed, he had told a joke about a Kurdish language teacher working in Baghdad who translated the Kurdish word for ?would? for his students?translating it instead as the Arabic word for ?shouldn?t.? ?But surely it means ?would,?? the teacher was asked. ?Yes,? the teacher said, ?but in Iraq what you would do, you shouldn?t.?

It?s a feeling of helplessness that was striking to our Jordanian facilitator, who noted that the MPs knew what was wrong, but felt powerless to effect any change. Asked what advice they would give to Libya following the revolution there, one female MP said, ?Look at what we have done and do the opposite.?

There are some causes for hope, however. When working in small multi-party groups, individual MPs agreed on many key issues. The high proportion of MPs who are women?six out of 12 in the third workshop?was encouraging, and these legislators took the lead in choosing one of the three draft bills to push forward. It was a welcome show of equitable leadership in a country where only one government minister is a woman.

The political challenges can seem intractable and it?s hard to imagine a resolution of the current legal and regulatory vacuum anytime soon. It may take a new government and an amended Constitution, or even a new generation of leaders, decades down the line, to fix the problems of Iraq?s post-dictator oil power structure. This is a lesson for the countries of the Arab Spring.

After spending the past 38 years at dear old Davis High School, I express gratitude to former students, many of whom has become dear friends, for making it such a wonderful and successful experience. As I graduate, or retire to write a new chapter in my book of life, I can firmly state that I have no regrets. I have loved teaching home economics and family and consumer science. Child development and early childhood education have been my passion. Essential life skills are also taught in foods, adult roles, financial literacy, clothing and interior design classes although, titles have changed.

I wish I could remember individual names of the some 11,000 students I have been privileged to know. Considering that six different class periods were taught each semester, with 25-30 students per class, the numbers (names and faces) add up quickly. A short time ago, my husband, Mark Barber, also a retired teacher, commented that if we gathered all the students in my classes together, we would have a fair sized city.

Teaching two generations of students and know little children in our child care center and preschool who then grew up and became teachers in the child care center, has been exciting. I truly have had the best of world in education, being surrounded by the enthusiasm and joy little children bring to our lives, and enjoying the intellect, interest and challenges teens offer.

I appreciate the opportunity to teach and learn from colleagues, students and their parents. Thanks again for an enjoyable and memorable journey.

Official: Egypt tells Israel tanks needed in Sinai

CAIRO (AP) ? In the first direct contact with his Israeli counterpart since taking office, Egypt's new defense minister defended his country's increased military presence in the Sinai Peninsula, saying it is needed to fight terrorism and assuring him it is only temporary, Egyptian officials said Saturday.

The officials ? one from Egyptian intelligence and another from the military ? said Abdel-Fattah el-Sissi called Ehud Barak on Thursday in their first conversation since el-Sissi became defense minister earlier this month. The phone call followed grumbling from Israeli officials about not being consulted before Egypt's leaders deployed tanks to the Sinai Peninsula, the strip of Egyptian land that borders Israel and the Gaza Strip.

The Israeli defense ministry refused comment. An Israeli defense official said no conversation took place between el-Sissi and Barak. The official spoke on condition of anonymity due to the extreme sensitivity of the matter.

But as the new defense minister, el-Sissi at some point would have to speak with senior Israeli officials, particularly after they publicly expressed their concerns about Egypt's deployment of heavy weaponry to Sinai.

Under the 1979 peace accord between the two countries, Egypt is allowed to have only lightly armed policemen in the zone along the border with Israel. The treaty stipulates that significant military moves by Egypt must be coordinated with Israel.

Egypt used attack helicopters and armored personnel carriers in coordination with Israel to go after militants suspected of being behind the Aug. 5 killing of 16 Egyptian soldiers in Sinai.

Later, however, Egypt deployed U.S.-made M60 tanks to Sinai without consulting with Israel, which drew objections from the Israel despite the fact that it has long encouraged Cairo to crack down on militants in Sinai.

Israel does not view the Egyptian military buildup there as a strategic threat. The problem, Israeli officials said, is with Egypt setting a precedent by moving troops to Sinai without coordinating the move with Israel first.

Israeli officials stressed that significant military moves by Egypt must be run by Israel first, giving it a veto of sorts over Egyptian security strategy.

Israel has the most powerful military in the Middle East, and Egypt's new military deployment in Sinai is not viewed as a threat. In addition, the two nations have been at peace for decades and ? despite some turbulence in their relations in the wake of Egypt's uprising last year ? remain in close contact regarding security matters.

Israel has itself been a target of Islamic militants based in Sinai in recent months and wants to see Egypt's security forces reign in the lawlessness that has swept across the desert peninsula since longtime President Hosni Mubarak was toppled and his powerful police force disappeared from the streets.

In his phone call with Barak on Thursday, el-Sissi also assured the Israeli that Egypt respects the nations' peace treaty, the intelligence and military officials said on condition of anonymity because of the sensitivity of relations between Egypt and Israel at this time.

In Egypt, the president's spokesman could not be immediately reached for comment.

Israel-Egypt relations have grown increasingly complicated since the June election of President Mohammed Morsi, an Islamist and member of the Muslim Brotherhood who is Egypt's first freely elected civilian leader.

Morsi's sudden move earlier this month to replace longtime leaders of the Egyptian military familiar to Israel following the Sinai attack has added to the tensions. El-Sissi served as head of military intelligence for two years before assuming the job of defense minister from Hussein Tantawi, who held the post for 20 years.

The conflicting reports seemed to reflect sensitivities that were also apparent in an incident last month after Israel said Morsi wrote back to Israeli President Shimon Peres, who had sent the Egyptian president a letter wishing him well on the start of the Islamic holy month of Ramadan. The president's office denied sending any reply.

The letter was a potential embarrassment since Morsi's Brotherhood group has long been hostile to Israel and has said its members in government will have no contact with it ? though they have promised to preserve the landmark peace treaty.

The confusion surrounding the letter might have stemmed from a protocol mix-up. It was sent by the Egyptian Embassy in Tel Aviv to Peres by fax and by courier ? and was on the mission's stationary, not the presidency's, though it is written in the name of Morsi. An Egyptian Foreign Ministry official and an official close to the presidency told The Associated Press that Morsi has no intention to communicate directly with the Israelis and that he mandated the Foreign Ministry to take over routine contacts with Israel. Both spoke on condition of anonymity.

NEW YORK (Reuters) - Stock index futures eased on Wednesday as weak export data from Japan underscored the headwinds facing the global economy, while Greece was beginning a series of meetings with European officials aimed at securing more time to push through reforms.

This could go on for a couple more years.? I don?t understand the purpose of dying in that kind of slow motion, since she herself has lost the ability to reflect upon it.? I would never want that gradual dissolve to oblivion for myself, though I wouldn?t consider jumping off a bridge either.

My mother has a new boyfriend.? She and I share a similar attraction to unusual people.? He?s a retired policeman who was in a serious auto accident.? The top of his head was shaved off and his brain was exposed.? He was in a coma for two years.? Nobody expected him to continue living, let alone wake up and regain most of his former faculties.? He apparently has an occasional lack of editorial restraint, but otherwise he drives, speaks normally and seems like quite a nice guy.? Doctors are studying his recovery using the latest neuroimaging techniques like PET, MEG and NIRS.? How much injury brains can endure and recover from is a big mystery.

Mary still needs a small amount of painkillers and anti-inflammatory drugs each day to function properly.? Our life is less stressful and slower than it was in El Lay, and that has helped reduce her need for medicine.? Raising the puppy is physically and spiritually good for us both.? My old kitty cat, Dixie, is too arthritic to groom her hindquarters now, but her mood is as upbeat as it has been since the day I rescued her from a parking lot at three months of age.? Every morning she meows to be fed, and she still wants to cuddle on the couch next to my butt, chattering away in imitation of human speech.? What is it she?s been talking about for the past 15 years?

I?m fine.? Rather incredibly well in fact.? I?ve been dropping a few pounds by doing more exercise and drinking more water.? I need new reading glasses, but nothing hurts and everything physical works.? There are three retired psychologists on my block in case I need help with my inner demons, and I?m not afraid of therapy.? No slave to fashion, I live in pajamas (medical scrubs) and read, write and walk around my beautiful little town until I get a phone call to go take bone pictures.? There?s so much life.? On moonless nights, the plankton glow in the bay.? The trees are everywhere.? The deer are everywhere.? If things continue this way I might still be around to retire and write fiction.? A lot of stories have formed in my mind from all this observation.? How it will turn out is still a mystery.

The University of Michigan?s Gerald R. Ford School of Public Policy invites applications from sociologists for one or more rank open tenure-track positions, especially assistant professor rank. Areas of specialization are open, with special opportunities for scholars of financial markets, environmental issues, and socioeconomic factors in the well-being of children and families. Scholars from all methodological traditions will be considered. Candidates should combine relevant substantive expertise with strong interests in public policy. Promise of excellence in research and teaching is required. Joint appointments or affiliations with other departments, schools, or colleges are possible.

This is a university-year appointment and begins on September 1, 2013. First consideration will be given to applications received by October 1, 2012, but applications will be considered until all relevant positions are filled. FACT CHECK: Questionable claims in veep debut

WASHINGTON (AP) ? In his debut as Mitt Romney's running mate, Paul Ryan promised "America's comeback team" won't duck tough budget issues, although the man standing next to him has kept his head low so far. Romney vowed the duo would "preserve" Medicare, an eye-popping claim considering Ryan wants to transform the program from the ground up.

Not all the rhetoric fit neatly with reality or with the record when Romney introduced his Republican vice presidential choice to the nation Saturday. A look at some of the claims by the Wisconsin congressman and Romney, and how they compare with the facts.

ROMNEY: "Unlike the current president, who has cut Medicare funding by $700 billion, we will preserve and protect Medicare and Social Security and keep them there for future generations."

THE FACTS: You could fill an arena with all the details left out in this statement. Ryan's reputation as a fiscal conservative is built on a budget plan that would overhaul the Medicare program and introduce a voucher-like plan that future retirees could use to buy private health insurance. Whether that results in a better or worse situation for Medicare recipients is a matter of debate. But under Ryan's plan, traditional Medicare would no longer be the health insurance mainstay, just one of many competing options.

The nonpartisan Congressional Budget Office estimates the Ryan plan ? which Romney endorsed in broad strokes in the past ? would slow the increases in money for seniors. A typical 66-year-old would receive about 35 percent more than last year ? $7,400 in 2011 dollars. Under current law, that person would probably receive at least 56 percent more in 2030, and quite possibly 75 percent more ? $9,600 in 2011 dollars. The CBO said his plan grows spending for Medicare enrollees "at a much slower rate" than under current law or other policy scenarios. In Washington, a slower increase in spending is tantamount to a spending cut.

Romney's assertion that the team would preserve Social Security left out the fact that he proposes significant change. He would protect the status quo for people 55 and over but, for the next generations of retirees, raise the retirement age for full benefits by one or two years and reduce inflation increases in benefits for wealthier recipients. At least with this program, he has offered more specifics than President Barack Obama has in dealing with the entitlement's long-term financing shortfall, though neither has laid out a comprehensive solution.

As for his accusation that the president cut Medicare, Obama's health care law does cut billions from the Medicare Advantage program, hospitals and nursing homes, to pay for expanded insurance coverage.

RYAN on Romney: "As governor of Massachusetts, he worked with Democrats and Republicans to balance budgets with no tax increases, lower unemployment, increase income and improve people's lives."

THE FACTS: For a Massachusetts governor, balancing a budget is a requirement of state law.

Ryan's claim that Romney didn't raise taxes to comply with Massachusetts' yearly balanced budget requirement is also misleading. While Romney didn't raise state income or sales taxes, he worked with the state's Democratic-controlled legislature to raise hundreds of millions of dollars through new or raised fees on marriage licenses, gun licenses and much more. Romney also closed what he called business tax "loopholes," raising between $350 million and $375 million annually for three years. Many in the Massachusetts business community said they saw the maneuver as a tax increase by a different name.

And while Romney himself didn't raise income taxes, he benefited from a huge $1.1 billion tax hike passed by Democrats the year before he took office. It was responsible for roughly half of the deficit Romney helped cut in his first year in office.

ROMNEY: "We offer solutions that are bold, specific, and achievable."

RYAN: "The commitment Mitt Romney and I make to you is this: We won't duck the tough issues, we will lead."

THE FACTS: So far, vital specifics are missing from Romney as he pledges broad cuts in federal spending, but more money for the armed forces, and significant tax cuts. He proposes to cap federal spending at 20 percent of gross domestic product by the end of a first term, an ambitious goal that is not fleshed out with the painful choices that will be necessary for that to happen.

If current Social Security and Medicare beneficiaries are protected, domestic Cabinet agency budgets would have to take a hit in ways that could reshape government to its core. Health research, transportation, homeland security, education, food inspection, housing and heating subsidies for the poor, food aid for pregnant women, grants to local governments and national parks are among the programs that would be at risk of substantial cuts.

Romney promises to cut a wide swath of spending by 5 percent immediately, but independent analysts say the cuts would have to be far deeper to meet budget goals and would be certain to meet stiff resistance in Congress.

RYAN on Obama: "And in his first two years, with his party in complete control of Washington, he passed nearly every item on his agenda, but that didn't make things better. "

THE FACTS: Obama succeeded in achieving a stimulus plan, the automakers' bailout, his health care law, new rules in the financial services sector and more. But he had failures, too, a promised immigration overhaul and climate change legislation among them. Ryan's assertion that the Obama agenda "didn't make things better" is primarily a political judgment call. But no one seriously argues that the stimulus plan or the auto bailout made no difference at all. The question is whether such spending was worth the gains that were made.

Obama's $800 billion-plus stimulus, enacted in February 2009, created both public-sector and private-sector jobs, even if not as many as its sponsors had hoped. The director of the Congressional Budget Office, Douglas Elmendorf, estimated that the stimulus saved or created more than 3 million jobs. Princeton University economist Alan Blinder and Mark Zandi, chief economist at Moody's Analytics, estimated that the stimulus, together with the bank bailout started by President George W. Bush and continued by Obama, saved or created more than 10 million jobs. An earlier CBO analysis estimated that stimulus trimmed the unemployment rate by 0.7 to 1.8 percentage points.

ROMNEY on Ryan? "And throughout his legislative career he's shown the ability to work with members of both parties to find common ground on some of the hardest issues confronting the American people."

THE FACTS: Not exactly. Ryan enjoyed a reputation as a consistent, if occasionally plucky, conservative before Obama took office in 2008. Ryan was known for occasionally bucking his party on social issues and foreign policy. In 2007, for example, he voted with Democrats for a bill prohibiting discrimination on the basis of sexual orientation. He has also enjoyed a lifelong friendship with former liberal Democratic Sen. Russ Feingold, whose father worked in the same office as Ryan's father in Janesville, Wis.

But particularly since Obama's election, Ryan's been something of a no-compromise-congressman: He's emerged as a leading intellectual force in the conservative opposition to Obama, joined unanimous blocks of Republicans in opposing Obama's biggest pieces of legislation and given little ground in negotiations over the budget and the deficit. Budget blueprints he released in 2011 and 2012 as House Budget Committee chairman were viewed as anathema to rank-and-file Democrats because of their cuts to social programs, not as carrots designed to get bipartisan consensus. In 2011, he criticized the work of a bipartisan group of senators, known as the Gang of Six, who were working on a budget compromise of their own.

Ryan did work with Democratic Sen. Ron Wyden of Oregon in 2011, on a proposal for changes to Medicare that would allow private plans to compete with Medicare. But Wyden was the only prominent Democrat to support that plan and, in the end, Wyden himself did not support Ryan's larger budget plans, which included the Medicare component, when they were released later in 2012.

RYAN: "I'm proud to stand with a man who understands what it takes to foster job creation in our economy, someone who knows from experience, that if you have a small business ? you did build that."

THE FACTS: Ryan, like Romney and scores of Republicans in recent weeks, has used comments Obama made at July 13 campaign appearance in Virginia against him. But the rhetorical jab takes Obama out of context. Republicans have seized on only part of Obama's quote ? "If you've got a business, you didn't build that" ? but the full quote makes clear Obama is talking about the conditions that help businesses and individuals succeed, such as teachers and infrastructure.

The more complete quote from Obama: "If you were successful, somebody along the line gave you some help. There was a great teacher somewhere in your life. Somebody helped to create this unbelievable American system that we have that allowed you to thrive. Somebody invested in roads and bridges. If you've got a business ? you didn't build that. Somebody else made that happen. The Internet didn't get invented on its own. Government research created the Internet so that all the companies could make money off the Internet."

Garden Homes first proposed the project in 2006, and following a series of denials by the Planning and Zoning Commission and the CCIWA, and re-submissions by Garden Homes, a court ruled the project was necessary to fulfill the need for affordable housing.
